SACRAMENTO (AP) - Gov. Jerry Brown is coming off a year of political success in which he delivered on a promise to persuade voters to raise taxes and made headway on other long-standing problems, such as runaway public pension liabilities.
The Democratic governor's State of the State address Thursday gives him an opportunity to focus on his vision for the state.

With tax hikes helping the budget, Brown can turn his attention to other priorities. Those could include overhauling California's school finance system, building a massive tunnel system for water in the Central Valley and constructing what would be the nation's first high-speed rail line.
He already has given a partial outline of his vision for reforming California's education system, calling for more money going to poorer districts and greater local control.
